India will also make untiring efforts to secure to all its citizens—justice, liberty, equality and fraternity. Similarly, this mental development is intimately related to his physical growth. The Local Technical Assistance program strengthens the capacity of local or State organizations, institutions of higher education, and other eligible recipients to undertake and promote effective economic development programs through projects such as feasibility studies and impact analyses. Adolescents have different attitudes, past experiences, and levels of readiness. Communities need a menu or portfolio of programs that allows adolescents and their families to select out the experiences most needed or desired. But from the standpoint of economy, culture and other aspects the nations are dependent on each other and this interdependence has necessitated the changes in administrative system. We thus find that public administration has a crucial role to play in the field of development. On a more positive note, studies of schools and nonschool community-based programs show consistent evidence of the importance of learning new cognitive and life skills Coleman et al. People with low self-esteem, low self-confidence, low autonomy, and an external locus of control are more likely to be influenced by social norms Cook et al. Offices and agencies tend to have their distinct and limited functions and there is an equivalent of a division of labour within the realm of government. The political instability in the developing states is a cause of the failure of development administration.
Expertise and technical assistance may address, for example, workforce training programs, applied research centers, technology commercialization, feasibility studies, market research, economic impact analyses training, and other technical assistance to help communities foster vibrant economic ecosystems. But a prismatic society suffers from the infrastructure development. The responses of a child which are of general nature first, gradually become more and more specific. Research shows that youth with stronger ethnic identity have more positive self-esteem, stronger ego identity, and greater school involvement Phinney et al. Today these two main functions remain and the civil servants are to perform additional duties and this number is quite large.
We need to reemphasize the limits of the research used in this chapter. Researchers speak of the importance of warmth, connectedness, good communication, and support Blum and Rinehart, 1997; Brooks-Gunn and Paikoff, 1993; Dryfoos, 1990; Eccles et al. This communication facilitates acquiring social capital, and it increases the likelihood of adequate structure in the setting. Parochialism of the politicians and administrators, spread of corruption in all social, political and economic life, narrow party politics, communalism, groupism and superstition all are rank enemies of progress.
In a multiparty state the neutrality of bureaucracy is essential. Since both politicians and civil servants are involved the corruption is unlikely to be uprooted. Today there is a central government, there are state governments, and various types of local governments. Development administration cannot be status-quo oriented. Development administration involves itself in establishing a new social order in which growth and distributive justice coexist. Esman and Ferrel heady etc. Cognitive theories Piaget, 1964, 1971; Piaget and Inhelder, 1973 stress the need for a stable environment to which children can assimilate and accommodate their emerging cognitive structures; object relations theorists also stress the predictabil- ity of caretakers as essential to the development of trust and confidence Mahler et al. In a pluralist democracy the chief policy-maker does not take any policy abruptly.
Research in classrooms shows that students are more motivated to learn when material is appropriate for their current levels of competence Maehr and Midgley, 1996. In several books I have dealt with globalisation. Normally, administration and planning cannot be separated from each other. Even the top administrator cannot neglect the Directive Principles of State Policy. Adequate structure and safety, for example, are necessary to any community programs for youth. I further point out another problem.
Besides being segmented, the body wall of annelids is characterized by being made up of both circular and longitudinal muscle fibers surrounded by a moist, acellular cuticle that is secreted by an epidermal epithelium. This question today arises because of the fact that number of developing nations under the indomitable urge to develop are destroying the nature. Development per se is oriented towards change in a destined direction. This second definition is relevant for the present purpose. When adolescents walk in the door, it is not what they see that is important, but rather it is how they become engaged. Participation in decision making is correlated with positive developmental outcomes, such as a sense of sharing and respect for others Dryfoos, 1990; Gambone and Arbreton, 1997; Lipsitz, 1980; Merry, 2000; McLaughlin, 2000.
